Change Advisory Board (CAB)

Purpose

The Change Advisory Board (CAB) is the formal decision-making body for Major and Minor changes to the BoB standard.

Within the BoB Change Management Process, the CAB is responsible for the final consensus decision on Change Requests that require formal approval.


Participation and Eligibility

Participation in the CAB is limited to organisations that:

  • Have a valid agreement with Samtrafiken, and

  • Finance the administration and governance of the BoB standard

Only organisations meeting these criteria may appoint representatives and participate in CAB decisions.

Each eligible organisation appoints a BoB Contact Person, who:

  • Has decision-making authority for their organisation

  • Coordinates internal review of Change Requests

  • Participates in CAB meetings or delegates with formal mandate

Samtrafiken participates through:

  • The Change Manager (process coordination and chairing)

  • Technical experts when needed


Scope of CAB Authority

The CAB makes decisions on:

  • Major changes

  • Minor changes

Patch changes are handled by Samtrafiken as described in the Change Management Process.

In summary:

  1. A proposal is discussed and refined in the BoB Tech forum.

  2. The initiator is responsible for drafting and submitting the formal Change Request.

  3. When ready for decision, Samtrafiken initiates the CAB process.

CAB is the formal decision step within the broader governance structure.


CAB Process

1. Initiation

The CAB process formally begins when Samtrafiken sets a date for a CAB meeting.

Once the meeting date is established, the consultation phase is initiated.


2. Consultation Phase

The Change Manager distributes the Change Request documentation only to BoB Contact Persons in organisations eligible to participate in CAB.

The consultation period:

  • Is normally at least 30 days

  • Covers technical, organisational, and business impact

  • Ensures internal anchoring within each eligible stakeholder organisation

If significant feedback requires adjustments, the proposal may be revised before the CAB meeting.


3. CAB Meeting

CAB meetings are held as needed, based on the maturity and urgency of pending Change Requests.

Decision Principles

  • Decisions are made by consensus

  • There is no majority voting

  • All participating organisations must agree

  • Participants must have formal mandate

Decision Outcomes

A Change Request may result in:

  • GO – Approved

  • NO GO – Rejected

  • Returned for revision – Sent back for further work before re-submission

All decisions are documented.


4. After Decision

If approved, the decision includes:

  • Confirmed classification (Major or Minor)

  • Version number

  • Implementation and, if applicable, sunset timelines

Samtrafiken implements and publishes the approved change according to the Change Management Process.

If returned for revision, the proposal may be further refined by the initiator through BoB Tech and resubmitted through the standard process.
